The council was formed in the mid-fifteenth century, in response to the growing control of Rabbinical Supervision the Order of the Mind (original name of the Technocracy), and the early end of the Age Mitica (for the legendary magician, the period in the Middle Ages which their control of Paradigm was complete).
To expand, decided to form the First to be called the Cabal, who was known to them in the rest of the world. It was formed by an adept of each tradition. But Heylel Teomim, the Solificato betrayed with the Order of the Mind. Finally the full cay, and Heylel was sentenced to Gilgul (the destruction of the avatar). Because of this the Solificati left the council.
Subsequently the Alh-i-Batin also left the council. With two empty spaces, the council feared for the future. But two deserters from the Technocracy joined the council: the Sons of Ether and Virtual Adepts.
At present, one tenth group has allied itself (not officially) Traditions: Beings Hollow. Although not part of the council is not unusual that help Traditions or forming part of its chapels or senses.
